Dotted figures open their receipts: the source, its date and how each number is calculated.

To establish a consistent tourism baseline (L3–L4), we would need to check the reported 2025 ministerial figure against a statistical publication, reconcile the speech's higher starting figure and establish current accommodation and air-seat capacity. Inspect the evidence ↓

Source: 2023 Tourism Statistical Digest (Ministry of Tourism). Source note: digests for 2015, 2016, 2017, 2021 and 2023 were opened; the 2023 digest text prints 554,490 for 2021; the World Bank/UN Tourism series equals these to the nearest thousand (same data). Lines join consecutive years only; a gap means no figure for that year. The dashed line is arithmetic, not a forecast: the fastest 5-year growth on record (rebounds from a collapse left out), continued from the baseline.

International arrivals 2,199,802 (2024, MoT counter, re-opened); about 2.3 million (2025, Minister); H1 2026 reported -6.6% y/y

Against the speech
The speech says current arrivals are 2.5 million; the sources reviewed do not corroborate that starting figure. Doubling the reported 2.3M gives 4.6M, subject to its verification.

Conflicts and cautions (5), reported, never averaged
  • The speech says the current figure is 2.5 million; no opened source gives 2.5 million as a current figure. 2.5-3 million appears only as the 2026 target. Latest actuals: 2.2M (2024), about 2.3M (2025), H1 2026 down 6.6% on H1 2025.
  • H1 2025: '1.2 million' by June 2025 (Ministry via zambiatourism.com and ATTA) vs 1,106,559 in the 2026 reports: revised, or different bases.
  • 2023 base: the Minister's Feb 2025 briefing says 1.3 million ('nearly 70 percent' growth), the digest says 1,392,153 (+58%).
  • '3 million by 2031' appears only in a Nomad Lawyer table with no primary source; the ministry-attributed text says 2.5-3 million in 2026 and US$1bn by 2031, so it looks like a merge of two figures.
  • A possible pre/post-2020 methodology break is unchecked.

Conflicts and cautions, reported, never averaged:

  • Bed and room totals differ between digests and within the 2016 and 2017 digests (2016: 32,325 rooms / 52,667 beds in one passage, 31,821 / 51,846 in another).

Without the 25% base rule
best 6.0% (2014-2019), ratio 2.3x beyond precedentproposed

The speech states no year; end-2031 is our assumption, the end of the five years the speech refers to. The 25% rule leaves out growth from a collapsed base (an analyst choice, not yet adopted). Bands are a proposal, not a forecast or a probability.

Note on the baseline: base is the Minister's rounded 2025 figure; the speech says current is 2.5 million (not found in any source)

Audit findings for this target

  • The speech's 'current 2.5 million' tourist arrivals is not corroborated by the sources reviewed. Provisional reading · confidence: high

Evidence: Documented: 2,199,802 (2024, ministry counter), about 2.3 million (2025, Minister); H1 2026 reported down 6.6%. Kill criterion: A Ministry of Tourism release showing 2.5 million for a 12-month period. Competing explanation: The 2.5 figure may come from a 2026 projection or an internal estimate.

These are provisional readings of the cited evidence. See the notes above and what we would need to check to strengthen the comparisons.
