Eight targets. Shared inputs.

Each target has its own page. Delivery depends on resources and assets that cross those boundaries.

Dependency map · questions to reconcile, not quantified allocations

Test the targets together.

Provisional synthesis of the existing sector audits. The map identifies relationships to investigate; it does not establish resource quantities, a causal model or a verdict that all targets can be achieved together.

One asset can serve several targets.

  • Power

Reconcile generation, storage, network capacity and demand from mines, farms, processing and households.

  • Water and land

Check competing uses, irrigation definitions and crop rotations before adding hectares or budgets.

  • Transport

Distinguish mine-specific and destination-specific links from shared corridors.

  • Capital

Assign each asset a scope and owner, then distinguish money already spent from the amount still needed.

The President's statement that 3 Mt of copper needs “not less than 8,000 MW” (Itimpi II ceremony, 30 April 2026, as reported; not in the 9 October speech) needs its own method and definition before comparing it with the national installed-capacity target. See K4 and installed versus available power; subtracting one headline MW figure from another would not establish what is available to other users.

Confidence: high that scopes must be reconciled, limited on the quantities with the evidence in hand. A compatible demand study, resource allocation and asset register could change this reading. More productive use of existing assets is an alternative to assuming every target needs separate new infrastructure.
